Work Experience

Dr. Titus Mwageni is currently a Senior Lecturer in the Department of Rural Development and Regional Planning of the Institute of Rural Development Planning (IRDP)-Dodoma. As a Lecturer, he is responsible for training, conducting consultancy work and Research. He lectures a wide range of subjects, including regional development planning, Strategic planning, National development planning, Development planning techniques, Project Planning and Integrated Rural Development Planning. As a Consultant, Dr Titus Mwageni is a results-oriented strategic planning specialist boasting over 16 years of extensive consultancy expertise within the public and private sectors. His commendable consulting background spans diverse domains, encompassing Strategic Planning, Sectoral Planning, National Development Planning, Integrated Planning, General Management Planning for conserved areas, Project Planning and Management, Surveys and Feasibility Study, Data Analysis, and Investment profiling.

 

As a planning expert, Dr. Mwageni has provided consultancy services to a diverse array of organisations, including prominent entities such as the Ministries, Government Agencies, Regional Secretariats (RS) offices, more than 100 Local Government Authorities (LGAs) in Tanzania Mainland, as well as the Revolutionary Government of Zanzibar. Other prominent entities include the USAID under the Tanzania Enabling Growth through Investment and Enterprise Program (ENGINE) and the International Executive Service Corps (IESC). Additionally, his expertise has been enlisted by the European Union (EU), the United Nations International Children Emergency Fund (UNICEF) through the Zanzibar Strategic Plans Support Project, President’s Office Planning and Investment (PoPI), President’s Office Regional Administration Local Government (PO-RALG), National Defense College (NDC), Office of the Chief Parliamentary Draftsman (OCPD), Ministry of Finance (MoF), Ministry of Education Science and Technology (MoEST), Tax Ombudsman Service Office (TOSO) of Tanzania, Dar es Salaam Development Corporation (DDC), Prevention and Combating Corruption Bureau Head Quarter (PCCB-HQ), Tanzania Teachers Service Commission (TSC), and the Dar Es Salaam Rapid Transit (DART) Agency.

  • Strategic Planning. Engaged in the preparation of strategic plans for more than 100 Local Government Authorities, Ministries, Government Agencies, and Regional Secretariats (RS) offices.  in Tanzania Mainland, as well as the Revolutionary Government of Zanzibar.

  • Research (Survey). Engaged in conducting a Survey for GIZ. The survey on the Best Practices of Managing LGA Markets in Seven Regions of Dar Es Salaam, Morogoro, Dodoma, Singida, Njombe and Songwe. The study covered a total of 10 Markets that were Ferry, Buguruni, Mabibo, Chief Kingalu, Sabasaba, Machinga complex, Tunduma International crops market, Singida onion international market, Nzega market, and Njombe market.
  • Socio Economic Profile. Engaged in the preparation of a Socio-Economic Profile for Morogoro Municipal Council and Mwanza City Council. Under the USAID through the Tanzania Enabling Growth through Investment and Enterprise Program (ENGINE) and the International Executive Service Corps (IESC).
  • Investment Profile. Engaged in the preparation of investment profile for Geita Town Council

 

  • Wide knowledge of Basin water resources including Nile. Basin and Great Ruaha Basin. Provided professional expertise in the modelling of East African Community Water Vision: Regional Scenarios for Human-Natural Water System Transformations
  • Extensive skills in using Integrated Decision Support System (IDSS) tool for environment management using Soil and Water Assessment Tool (SWAT).
  • Wide experience (since 2007) in satellite data acquisition, processing, information extraction and analysis for various purposes such as land use/cover changes, ecological vulnerability evaluation and resource mapping.
  • Natural resources data collection in remote areas of Tanzania, China, Kenya and Ethiopia using modern Geo-spatial data collection technologies.
  • Processing and statistical analysis of Bio-Geo-Science data. Also, effective in writing and presenting the complex scientific research results in a clear and succinct manner
  • Designing online mobile data collection platforms using most current technologies, i.e. Survey Solutions and OpenDataKit (ODK).
  • Wide knowledge and skills in the use of professional software such as ArcGIS Desktop, ArcView, IDRISI Selva, ERDAS Imagine, Java OpenStreetMap (JOSM); and tools such as Google Earth and GPS for natural resources mapping, assessment and management.
  • Experienced in the use and applications of statistical packages such as SPSS, Statistica and R-Statistical Software for data mining and perform complex statistical analysis, such as Principal Component Analysis, Hierarchical Cluster Analysis and Multinomial Linear Regressions.


Research and academic Interests

Main research and academic interest is on geospatial technologies, water resources, , environmental pollution and control, resource mapping, cleaner production, water and sanitation, climate change adaptation and mitigation, rural energy sources and utilization, ecological vulnerability assessments, land use changes and climate modelling as well as innovation and entrepreneurship for wealth creation.
