Work Experience

Charles Christian Mulisa is currently pursuing a PhD in Impact Evaluation at Mzumbe University, Tanzania.  He specialises in Project, Programme, and Policy Design Monitoring and Evaluation. He has an overarching experience and expertise of over 12 years applied in training, project designing, evaluation studies, designing of monitoring and evaluation frameworks, baseline surveys, and capacity building on several public and private sector assignments, locally and internationally. He previously worked as an assistant lecturer and trainer at The University of Tourism, Technology and Business Studies (UTB) in Rwanda; and Tanzania Public Service College (TPSC, in Tanzania. During this period, he has held various leadership positions including Head of the Department of Community Development (at UTB) and Programme Coordination (at IRDP). He has also worked on consultancy assignments with local and international institutions including The United Nations Institute for Training and Research (UNITAR); The National Audit Office of Tanzania (NAOT); The Ministry of Finance (MoF); Office of the Treasury Registrar (OTR); Teachers’ Service Commission (TSC); Ngorongoro Conservation Area Authority (NCAA); and MDAs among others.
